Your acceptance to flights requires you to have documents that will allow you to enter the destination or transfer country (citizenship, residence permit, work permit, Covid-19 negative test result that is valid and in accordance with the specified periods, travel permit document, etc.), the conditions determined by the authorities, your age group and health. It may vary depending on your situation. Germany

Rules Applied by Countries for International Flights

There are some restrictions for traveling to Germany. Those allowed to travel are determined as follows:

  • citizens of Germany
  • Persons with a residence permit issued by Germany
  • Persons with type C and D visas issued after March 17, 2020

(There are additional rules for D-type visa. Among D-type visa holders, only those who can prove that they will travel for business purposes, students studying in Germany and/or those who are organizing family reunion with an EU citizen are accepted into the country.)

  • EU citizens and those who have a residence permit in EU countries (as an exception to this article, they must not have permanent residence in Turkey)
  • Citizens of New Zealand, Georgia, Japan, Canada, Australia, Montenegro, South Korea, Thailand, Tunisia, Uruguay, England, Switzerland, Iceland and Liechtenstein, if they have a visa or residence permit (as an exception to this article, those who do not reside permanently in Turkey are accepted).
  • If you are going to take a transfer flight from Germany because an alternative route cannot be drawn for the flight (as an exception to this article, you need to travel from a Schengen country to a Schengen country).

Post-flight quarantine requirements vary by state.

All passengers traveling to Germany directly or indirectly from any city in Turkey will not be accepted to flights without a negative PCR test taken within the last 48 hours. The 48-hour period starts from the time the sample is taken.

PCR tests can be done at centers authorized by the Ministry of Health or at airports with testing facilities. Travel restrictions of the departure and arrival countries will apply for transit passengers to be accepted onto the flight.

To travel to Germany, you need to provide your information via this address before your flight. After the notification in this area is completed, they must submit evidence that they have completed the registration process during the travel to the airline or competent authorities.

Flights from Turkey to the USA are allowed.

However, there are still countries that restrict and forbid entry to the United States. For this reason, in the last 14 days, Austria, Belgium, Brazil, China, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Iran, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Must not have been to Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland or the United Kingdom.

Austria

Rules Applied by Countries for International Flights

Austria has not yet opened its doors to Turkish citizens. However, there are exceptions.

  • Austrian citizens
  • Persons with a residence permit issued by Austria
  • Citizens of the European Union, Schengen member countries, Switzerland and the United Kingdom
  • Persons with type D visa
  • Business travelers
  • Passengers taking transit flights without entering the country

A 10-day quarantine is mandatory for entry into the country between 19 December 2020 and 31 March 2021. If the test result on the 5th day of quarantine is negative, the quarantine ends in 5 days. Passengers who will be exempt from this situation must meet the following conditions.

  • Passengers taking transit flights without entering the country
  • Holders of a negative COVID-19 test and health status certificate obtained from official institutions at most 72 hours before arrival in the country
  • Passengers coming from the European Union, Schengen member countries, Switzerland and the United Kingdom and who have not been in another country in the last 14 days

Azerbaijan

Rules Applied by Countries for International Flights

Azerbaijan closed its borders to everyone except citizens and people with a residence and work permit of the country. It also suspended e-visa and visa on arrival applications.

Only Azerbaijani citizens and those with a residence/work permit in Azerbaijan can travel from Turkey to Azerbaijan. There are no citizenship or residence permit restrictions for passengers who want to travel in the Azerbaijan-Turkey direction.

For direct flights to Nakhchivan, students who go to Nakhchivan for university education can be accepted to the flight if they present the acceptance certificate with the numbered number, stamp, wet signature and letterhead of the university they were accepted to.

Passengers traveling in both directions must present a negative Covid-19 test at least 48 hours before the flight time. The test result document is required to have a QR code.

Azerbaijani citizen passengers who come to Turkey without a test will go into quarantine for 14 days. Citizens of other countries will be sent back on the same flight.

Passengers who want to go from Azerbaijan to Turkey will not be allowed into the terminal unless they have a negative Covid-19 test result. There are no exceptions in this regard.

Belgium

United Arab Emirates

Rules Applied by Countries for International Flights

In visa applications to the United Arab Emirates, citizens of 12 countries, including Turkey, need to attach some documents to speed up the process. A visa can be obtained without these documents, but it has been informed that the process will take longer. Passengers aged 60 and over are exempt from additional paperwork for visa applications.

•From GCC countries (United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait, Bahrain) or Eastern Europe, United States, Australia, Canada and East Asia (China, Hong Kong, Japan, Macau, Mongolia, North-South Korea, Taiwan ) If anyone has a residence permit, documentation
•If first-degree family members live in the country, a residence permit document for that person
•If traveling to Dubai for business purposes, a document proving the travel
•If traveling as a family (mother, father, child), the application will be processed as a group.

As of January 31, 2021, passengers arriving in Dubai from all countries must present a PCR test with a negative result taken no more than 72 hours before arrival. Citizens of the United Arab Emirates can get tested for Covid-19 at the point of arrival.
In addition, passengers traveling from certain countries are required to take a PCR test at the landing point. The test report that must be presented during checks at check-in must be official and printed, in English or Arabic. SMS and digital reports are not accepted.
  • Since the United Arab Emirates government has not designated a laboratory for Turkey, passengers must obtain their COVID-19 certificate from an authorized laboratory in Turkey.
  • Travelers must take another COVID-19 test at destination if requested. If they get a test at the airport, they must maintain social isolation at their hotel or residence until they receive the test result. If the test result is positive, the traveler must isolate and follow Dubai Health Authority guidelines.
  • If the passenger's final destination is Dubai, he/she must complete the quarantine commitment form distributed in the cabin during the flight (to bear all quarantine and treatment costs) and submit this form to Dubai Health Authority staff upon arrival.
  • The passenger must have valid health insurance for use in the UAE. This health insurance should be able to cover the expenses incurred in case of a positive Covid-19 test. This rule includes all UAE nationals, residents, tourists entering or connecting from Dubai.
  • Dubai residence visa holders returning to Dubai must obtain return approval from the General Directorate of Residence and Foreign Relations (GDRFA).
For those who have a residence visa issued by Dubai:
  • Before making a flight reservation, the passenger must obtain approval from the General Directorate of Residence and Foreign Affairs (GDRFA) website.
For holders of residence visas issued by other Emirates:
  • Before making a flight reservation, the passenger must obtain approval from the Federal Identity and Citizenship Authority website.

Bosnia and Herzegovina

As of September 12, Bosnia and Herzegovina allows Turkish citizens to enter the country. A PCR test certificate with a negative result, taken no more than 48 hours before arrival, must be presented. You must also have the option of the negative test result written in English with you.

France

Rules Applied by Countries for International Flights

There are some restrictions for traveling to France. Those allowed to travel are determined as follows:

  • French citizens, their spouses and children
  • Persons with a residence permit issued by France

  • Citizens of Andorra, England, Monaco, San Marino, Switzerland, the Vatican and European Economic Community member countries and their spouses and children

As of November 11, 2020, passengers traveling from Turkey to France must show a negative PCR test result taken within 72 hours of the flight start time or permission documents obtained from the French Embassy/consulate.

Georgia

Entry into the country is suspended until September 30, 2020.

Only flights to the country are accepted from Lithuania, Latvia, Estonia, France and Germany. In addition, citizens of Cyprus, Croatia, Greece, Iceland, Italy, Poland, Luxembourg, Netherlands, Portugal, Spain, Sweden, Slovenia, Georgia and Romania can also enter the country.

Rules Applied by Countries for International Flights

The Netherlands allows those who comply with the following rules to enter the country.

  • Dutch citizens

  • Persons with a residence permit in EU countries or the UK

Iraq

Rules Applied by Countries for International Flights

Iraq started to accept passengers from Turkey if some restrictions are observed. According to this;

- All guests flying to Erbil are required to undergo 14-day home quarantine. In addition, passengers who show symptoms on the plane or at the airports in all destinations are quarantined.

- Passengers traveling to Basra and Baghdad must present a PCR test certificate with a negative result taken at most 72 hours before the flight.

- Passengers traveling to Erbil and Sulaymaniyah Airport must present a PCR test certificate with a negative result taken at most 48 hours before the flight. In addition, upon arrival in Erbil, all passengers are required to take a PCR test by paying 50.00 USD or 60,000 IQD in cash.

- With exceptions, entry into the country from England, Austria, Belgium, Denmark, Finland, France, Georgia, Germany, Greece, Ireland, Luxembourg, Slovakia, Spain, Brazil, USA, India, South Africa, Australia, Netherlands, Japan and Zambia is prohibited. . Valid for all passengers who have been in these countries as of December 15, 2020.

- Exceptions to the above article: Passengers with Iraqi passports, passengers born in Iraq, passengers who work in international institutions and can present ID, official delegations, foreign missions and representatives, diplomats.

- Guests traveling to all locations, if they do not come to the flight with a PCR test result, must take the test at their own expense.

- All passengers aged 10 and over must comply with the test rules.

- Passengers flying to Erbil must not have an Iran entry stamp printed within the last month in their passports.

- Passengers flying to Erbil and Sulaymaniyah Airport are required to fill out a pledge form for their destination.

England

Rules Applied by Countries for International Flights

According to the practice that started on December 25, 2020, all passengers leaving the United Kingdom and using Turkey as a transit point will be accepted to flights according to the rules of their destination country. Kazakhistan

Rules Applied by Countries for International Flights

Flights between Türkiye and Kazakhstan have resumed. The Kazakhstan government has published updated information for country entry and general health measures.
According to this information covering guests from all countries;
  • All passengers entering the country must have a PCR test with a negative result. There can be a maximum of 72 hours between the sample time and the time of entry into the country.
  • Test results in electronic form and hard copies are considered valid.
  • Express PCR tests are considered invalid.
  • Passengers who have not taken a PCR test or whose negative result has exceeded the specified period will not be allowed into the country and a penalty of 10,000 USD will then be imposed on the airline.
  • It is mandatory to fill out a health questionnaire when entering the country.
  • Any passenger whose test results have not been negative cannot enter the country.

Passengers who are exempt from PCR testing:

  1. Child passengers under 5 years old
  2. Members of foreign governments and international organizations who have received an invitation from the country's ministry of foreign affairs
  • Citizens of Kazakhstan and those who have a residence permit from the country can also enter the country without taking a PCR test, but they are subject to a 7-day mandatory quarantine.

Turkish Republic of Northern Cyprus

Rules Applied by Countries for International Flights

Turkish Republic of Northern Cyprus; It introduced rules for everyone entering the country as of December 7, 2020 until further notice. Accordingly, guests are required to present the negative PCR test, which was sampled at most 72 hours before the departure time of the flight, and must remain in quarantine for 7 days after entering the country. Guests will be subjected to PCR testing again at the end of quarantine. Passengers who do not have a negative test result will not be allowed into the country.

In addition, due to the mutated virus and increase in cases, passengers who have been in all African countries, the Netherlands, South Africa, Denmark, the United Kingdom and Brazil in the last 14 days will not be allowed into the country. There are exceptions to this rule

  • TRNC citizens
  • Persons who are students or will enroll in TRNC universities
  • Passengers with permanent residence permit in the country
  • Those who have permission to work and start a business in TRNC
  • People who bought a house in the country and those who rented a house
  • People who have spent at least 6 months in the country in the last year

They can log in by presenting their relevant documents. These passengers are required to remain in quarantine for 14 days after entry.

HES codes of passengers entering the country by air will be checked by the company that issued the ticket. Tickets cannot be issued to people who have contact with the HES code and/or have COVID-19 positive results.

PCR tests taken from TRNC in the last 3 days are valid for TRNC citizens who visit Turkey for a short time when returning to their country. These people are also subject to a 10-day central quarantine application upon entering the country.

The quarantine fee for the first person (spouse, child, sibling, etc.) who will stay in the same room has been determined as 3,050 TL, and the quarantine fee for the subsequent persons has been determined as 1,400 TL.

There must be a QR code on the negative PCR test result document taken when traveling directly from Turkey to the Turkish Republic of Northern Cyprus. Passengers who do not have a QR code on their documents will not be allowed to enter the country.

PCR test documents will only be accepted in Turkish and English.

Guests between the ages of 0-5 will be exempt from PCR testing and quarantine processing fees.

All testing and quarantine procedures are charged for everyone, including citizens of the country. This article has three exceptions.

1. Patients and their companions who are referred to the Republic of Turkey for treatment by the decision of the health board

2. Those who are TRNC citizens and have undergraduate and graduate education abroad

3. Students studying for undergraduate and graduate studies in TRNC

Quarantine and PCR test fees for passengers who meet one of these three exceptions will be covered by the Turkish Republic of Northern Cyprus.

Lebanon

Rules Applied by Countries for International Flights

There are some rules for entering Lebanon, which has reopened its doors for international travel.

All passengers are required to declare a negative Coronavirus test taken at most 96 hours before arrival and an official health certificate. Child passengers aged 12 and under are not included in this rule. All passengers, except military personnel, diplomat officers and members of international organizations, must have health insurance that can cover all costs of Covid-19 treatment during their stay in Lebanon before going to the country.

A Public Health Introduction Form must be filled in when entering the country. Additionally, the Lebanese Ministry of Health requires a PCR test at check-in for a fee of $100. Passengers who test positive must comply with the directives of the Lebanese Ministry of Health until they recover. If the health officials at the airport deem it necessary, a PCR test will be performed again after 72 hours, with the passenger paying the fee.

Children aged 12 and under, transit passengers and guests who will stay in the country for only 1 week are exempt from these testing stages at the entrance to Lebanon.

moldova

Rules Applied by Countries for International Flights

As of March 5, 2021, entry to Moldova has been opened under certain conditions.

The first requirement to enter the country is to declare a negative PCR test result for COVID-19 taken 72 hours before the flight. This report must be in Romanian, English or Russian.

Exceptions to this rule:

- Passengers aged 5 and under

- Aircraft, ship and train crews and service personnel, drivers and service personnel of road transport vehicles with more than 9 seats and road passenger transport vehicles

- Persons who went abroad for professional purposes and returned to the Republic of Moldova

- Passengers who can present a duty order obtained from the public institutions of the Republic of Moldova or a form from legal entities registered in the Republic of Moldova certifying that they are traveling abroad for the purpose of duty, as well as a signed document from the company at the destination abroad.

- Workers entering the Republic of Moldova from Romania or Ukraine, with the additional condition of being able to document employment contracts with the relevant companies, and workers leaving the Republic of Moldova to work in companies in those countries

- Those traveling in transit

If a citizen of the Republic of Moldova cannot present a PCR test certificate with a negative result taken 72 hours before entering the country, people must fill out an epidemiological form independent of where they come from and isolate themselves for 14 days.

Uzbekistan

Rules Applied by Countries for International Flights

Uzbekistan flights started on September 4, 2020. Separate precautions were taken according to the guests coming from the countries divided according to 3 color types. Passengers who want to travel from Turkey to Uzbekistan, which is among the red type countries, must have a 14-day hotel reservation document and at least one of the work or residence permits.

In addition, for passengers to enter Uzbekistan

  • Having a first degree relative in Uzbekistan
  • Must have a residence permit issued by Uzbekistan
  • Will be in transit
  • Having a diplomatic passport
  • Have a PCR test at most 72 hours before the flight
  • They must declare the results of these tests at check-in.
  • In order to check the test results, they must obtain a Barcode Number and approval from the Ministry of Health website .

Passengers who have not been tested or whose test results exceed 72 hours are not allowed on flights. They must also quarantine for 14 days upon arrival.
